The good news is that as of this writing (and my understanding) Waveguides have been removed from the U.S. Department of State Munitions List and now fall under the responsibility of The U. S. Department of Commerce. Under the FAR "Specialty Designed Assemblies" used on Military Platforms are being assigned to the newly formed ECCN "3A611.x". True "Dual Use" items and completely commercial items/assemblies are "EAR-99 (no license required) except flexible waveguides used above 40 GHz which are ECCN "3A991.h". There are license excemptions available that need to be researched. I recommend that you visit the U.S. Department of Commerce Bureau of Industry and Seciurity on the internet at http://www.bis.doc.gov/.
